Wisconsin's unemployment rate is the highest since 1986

According to MSNBC, the 5.8% unemployment rate for Wisconsin in December, 2008 is the highest rate the badger state has seen in over 20 years (since 1986).

As I understand it, since Wisconsin has not (yet) had an average unemployment rate of at least 6% for 3 months, the Wisconites are not yet eligible for the Tier 2 unemployment insurance benefits.
